This is a breed of the CAS landrace I've been interested for a long time. I've tried to get contact with breeders for importing one, but have had little luck.

From what I was told they are extremely hard to get. They rarely if ever sell to strangers.

I have a friend who lives in kazakhstan, I'm trying to get her to help me make it happen.

The way they are worked according to the web-site, as well as judging by some of the pics there, they are a beautiful & highly interesting breed.

I think that would be the best way indeed. Could she tell you how the dogs are worked and how they differ from Volkodavs in other places? Often I think the best way would be to travel to such a country and get a puppy directly from there and see how the parents work. But if you have a friend there it for sure is the second best possibility to get the real deal.

She told me that any dog she could get for me, if it had papers, would say it was an Ovcharka. The term "Tobet" is just a local name for the CAS.

I have a think for the white ones, and she has a friend who has mostly white dogs working his flock in southern kazakhstan. She's traveling atm, but said she would get me some pics and inquire about pups when she returns. I know her through Laika, she has very nice Laika that she hunts with.

The Tobet to me is just another land variant of the group of dogs named the central asain shepherd.

you're right. tobet - is the local name and is not a breed. most so-called tobets are descendants of dogs which were brought to Kazakhstan from other parts of Central asia, Afghanistan, Russia and Ukraine. because native dogs are rare in Kazakhstan.
because native dogs are rare in Kazakhstan.
Why are they more rare there than in Caucasus, or Turkmenistan, or Turkey? Dir people in Kazakhstan for a long time had no interest in farming?
